The bureaucracy comprises of an administrative group of non-elected officials who have been entrusted with the responsibility of implementing the policies which might have been created by other branches of the Government. The notion of delegation of legislative powers from the Congress to the bureaucracy, involves an essence of bureaucratic discretion. The laws passed by the Congress are often in broad outlines as the legislative body being faced with paucity of time and resources, is often unable to fill in the specificities; this is where bureaucratic discretion comes into play.
